According to information received by the Hana Human Rights Organization, Jalal Khodamoradi, 46 years old, and Mohsen Hosseinpanahi, 37 years old, two shopkeepers from Sanandaj, were arrested by Intelligence Department forces on Monday, September 14, 2026, after appearing at the Public Places Supervision Department of Iran’s Law Enforcement Command in the city. They were subsequently transferred to an unknown location.
According to information received by Hana, prior to their arrest, these two citizens were contacted and asked to report to the Public Places Police to provide a written pledge. The subject of this pledge was a commitment to refrain from closing their businesses and to abstain from participating in the general strike on September 16.
The arrest of these two citizens took place ahead of the call by the Political Alliance of Iranian Kurdistan Parties for a general strike by tradespeople on Wednesday, September 16, which coincides with the anniversary of Jina Amini. In recent days, Hana has also received reports regarding pressure exerted on shopkeepers and efforts by security and law enforcement agencies to prevent their participation in this strike.
