The Hana Human Rights Organization expresses serious concern over the continued unknown whereabouts of Luqman Pourmand, a 36-year-old Kurdish citizen from the village of Dizaj Margavar in Orumiyeh.
According to available information, Pourmand was arrested by security forces at his workplace in late March 2026 and transferred to an undisclosed location. Since his arrest, his family has not been provided with clear or official information regarding his place of detention, the authority responsible for his arrest, the status of his case, or any potential charges against him. His contact with relatives has also been limited to occasional phone calls. He has further been denied effective access to legal counsel and family visits.
Under international law, when a person is deprived of their liberty by state agents and their fate or whereabouts are subsequently concealed, effectively placing them outside the protection of the law, the situation may contain elements of enforced disappearance. Accordingly, the continued lack of information about Luqman Pourmand’s place of detention, together with his deprivation of fundamental legal safeguards, raises serious concerns that he may be subjected to such a situation.
Enforced disappearance is among the most serious human rights violations and places rights such as liberty and security of person, access to justice, protection from torture, and, in some cases, the right to life at risk. When committed as part of a widespread or systematic attack directed against a civilian population, enforced disappearance may constitute a crime against humanity. The use of secret detention, concealment of a detainee’s whereabouts, and the severing or restriction of contact with family members and legal counsel are also practices that the Islamic Republic of Iran has used in recent years in its treatment of political opponents, civil society activists, and protesters.
The Hana Human Rights Organization holds the Islamic Republic of Iran directly responsible for safeguarding Luqman Pourmand’s life, health, and security. It calls for the immediate and transparent disclosure of his place of detention and legal status, unhindered access to legal counsel and family members, and an end to any form of detention outside effective legal oversight and protection.
