According to information received by the Hana Human Rights Organization, on the evening of Saturday, September 5, 2026, Shamal Fakhrololamaei, a 40 year old married sports coach from Sanandaj, lost his life due to direct fire from the border forces of the Islamic Republic of Iran in the border region of Marivan.
According to informed sources speaking to Hana, border forces opened fire on this citizen and he died after being struck by a bullet. The body of Shamal Fakhrololamaei was handed over to his family two days after the incident.
Information received by Hana also indicates that after the body was returned, his family was subjected to pressure and threats to refrain from sharing information about the manner of his death or speaking to the media about the matter.
Under the Law on the Use of Weapons by Armed Forces Personnel in Necessary Cases, the use of firearms in border areas is subject to specific legal conditions and the mere presence or movement in a border region does not constitute authorization to open fire. Officers are required, depending on the circumstances, to issue a prior warning and follow proper legal procedures when using weapons, and firing must be the last possible resort to carry out their duties.
Over the past years, Hana has consistently documented severe violations of the legal requirements regarding the use of weapons by government forces in Kurdistan, particularly the failure to provide an effective warning prior to shooting.
