Hana Condemns the Security Detention of Four Citizens in Kurdistan and the Media Dissemination of Unproven Allegations

The Hana Human Rights Organization strongly condemns the detention of four citizens in Kurdistan Province by the operational forces of the Hamzeh Seyyed al-Shohada Headquarters on April 27, 2026, and denounces the security-oriented nature of the official reporting regarding this case.

According to reports from media outlets affiliated with the Islamic Revolutionary Guard Corps (IRGC), these individuals were arrested on charges of maintaining links with opposition groups and alleged intentions to carry out “terrorist operations.” Security media also claimed to have seized weapons, ammunition, and communication equipment, including a Starlink satellite internet system, from the detainees. Hana emphasizes that these allegations have been raised solely by security agencies and, due to the lack of access to independent sources, there is no possibility of verifying the accuracy of the charges, the circumstances of the arrests, or the details of the case.

Hana considers the use of accusatory and “terrorist” rhetoric by the Islamic Republic’s security apparatus prior to any independent judicial process to be a violation of the presumption of innocence. This practice serves as a pretext for building manufactured cases, exerting security pressure, and depriving detainees of their fundamental rights. Such concerns are particularly acute in the cities of Kurdistan, given the history of security-related arrests, deprivation of legal counsel, forced confessions, and the issuance of heavy sentences.
The lack of transparency regarding the identity of the detainees, their place of detention, their health status, and their access to family and chosen legal counsel increases the risk of arbitrary detention, short-term enforced disappearance, torture, or other forms of ill-treatment. This situation stands in direct conflict with Article 9 of the Universal Declaration of Human Rights and the fair trial guarantees stipulated in Article 14 of the International Covenant on Civil and Political Rights.


While condemning these ambiguous security arrests, the concealment practiced by the Islamic Republic’s institutions, and the media dissemination of unproven allegations, the Hana Human Rights Organization demands the immediate disclosure of the detainees’ identities, locations, health status, and precise charges. Hana further calls for their immediate access to family and chosen counsel, independent monitoring of the detainees’ conditions, and an end to the use of security labels prior to a fair and public judicial hearing.
