Atifeh Mirzaei was Shot dead by Plainclothes Forces in Qazvin

According to information received by the Hana Human Rights Organization, Atifeh Mirzaei, a 29-year-old Kurdish citizen from Sanandaj and a student at the International University of Qazvin, lost her life on the evening of March 1, 2026, after being shot by plainclothes forces in the city of Qazvin.

According to the information obtained, the vehicle carrying Atifeh Mirzaei and three of her friends was pursued by a Peugeot 405 occupied by masked individuals. Reports indicate that the occupants of the pursuing vehicle opened direct fire on their car without identifying themselves as security personnel and without issuing any legal warning.

Available information indicates that during the shooting, a live bullet struck Atifeh Mirzaei in the lower back, resulting in her death.

Informed sources told Hana that the individual responsible for the shooting was a member of the Islamic Revolutionary Guard Corps (IRGC). They further stated that legal efforts undertaken by the family of the Kurdish student ultimately led to the identification and conviction of the perpetrator or perpetrators involved in the incident.

Under legal standards governing the use of force, law enforcement and security personnel are required to comply with specific regulations before using firearms, including identifying themselves, issuing clear warnings, and observing the principle of proportionality in the use of force. According to the information available, these requirements were not observed in this case.
