HANA Human Rights Organization reports that eleven days after security forces from the Intelligence Office conducted a nighttime raid on the home of Masoud Khalili, a civil activist and former political prisoner from Bukan, no reliable information is available about his condition or fate. According to information received, security forces are still actively seeking to arrest him.
According to information received by HANA, in the early hours of June 15, 2026, a group of armed Intelligence Office agents forced their way into Masoud Khalili’s family home without any judicial warrant and conducted a thorough search of the premises.
During the operation, agents destroyed part of the household’s property and physically assaulted members of his family, leaving several of them with injuries and fractures.
The stated purpose of the raid was to arrest Masoud Khalili, but when agents failed to find him, they confiscated his personal documents and belongings, including his national ID card, marriage certificate, and bank cards, without any legal authorization.
HANA Human Rights Organization regards these actions as a violation of the fundamental principles of domestic law and the Islamic Republic of Iran’s international obligations. Entering a home without a judicial warrant, using violence against family members, destroying property, and seizing personal documents and belongings outside of legal procedures are all incompatible with the right to protection from arbitrary interference in private life, the right to personal security, and the principles of fair trial, and may pave the way for further violations of citizens’ fundamental rights.
HANA calls on the authorities of the Islamic Republic of Iran to put an end to these extralegal actions and provide clarity on Masoud Khalili’s situation. If he has been arrested, his family must be informed without delay of his whereabouts, legal status, and the legal basis for his detention. His immediate access to legal counsel of his choosing, contact with his family, and adequate medical care must be ensured, and all fair trial guarantees must be upheld in accordance with Iran’s international obligations, in particular the International Covenant on Civil and Political Rights.
HANA stresses that the continued blackout on Masoud Khalili’s situation, combined with the security agencies’ refusal to provide any official information about his fate and their persistence in acting outside the law, constitutes a deeply troubling pattern of human rights violations. Should he be in detention, direct responsibility for his life, physical and psychological wellbeing, and the protection of his fundamental rights rests with the detaining institutions and all other responsible authorities, and any harm or violation of his legal rights will demand full accountability from those institutions.
