The Hana Human Rights Organization has learned that on Saturday, October 24, 2026, Mona Dabbagh, an English language instructor and resident of Sanandaj, was arrested after appearing at the Enforcement of Judgments Branch of the city’s Public and Revolutionary Prosecutor’s Office and transferred to the women’s ward of Sanandaj Central Prison to serve her sentence.
Dabbagh had previously been sentenced by Branch One of the Sanandaj Revolutionary Court to two years and six months of Ta’zir imprisonment on charges of “propaganda activities aimed at strengthening the Zionist regime” and one year of Ta’zir imprisonment on charges of “propaganda against the Islamic Republic of Iran.” Following an appeal against the ruling, the case was referred to the Kurdistan Province Court of Appeals. In August-September 2026, Branch Four of the Court of Appeals increased her sentence for the first charge to three years and six months of Ta’zir imprisonment and upheld the one-year prison sentence for the second charge.
Under Article 134 of the Islamic Penal Code, and pursuant to the rules governing the consolidation of sentences, the most severe sentence, namely three years and six months of Ta’zir imprisonment, is enforceable.
Dabbagh had previously been arrested on April 29, 2026, following a raid by Intelligence Department forces on her workplace in Sanandaj. She was transferred to the women’s ward of the city’s central prison and temporarily released on bail of one billion tomans after 12 days in detention.
