The illegal arrests of children by security forces in Kamyaran are still ongoing

According to Hana Human Rights Organization, in recent days two other 17-year-old children from Kamyaran have been illegally arrested by security forces and transferred to an undisclosed location.

Reports indicate that on Thursday, September 11, 2025, Payam Hosseini, a 17-year-old from the Lon Sadat village and resident of Kamyaran, was illegally detained by security forces.

Similarly, on Monday, September 8, 2025, another child, identified as Soran Mozaffari, 17, from Kamyaran, was also arrested by security forces and taken to an unknown location. According to Hana’s sources, Soran suffers from diabetes and requires daily insulin injections.

In addition, at dawn on Friday, September 12, 2025, two 17-year-old brothers, Kavan and Ehsan Sabouri, along with their 28-year-old brother Hesam Sabouri, from the Gazarkhani village in Kamyaran county, were illegally arrested at their family home by security forces. While Hesam was released after a few hours of interrogation, the fate of Kavan and Ehsan remains unknown, and they are still in detention.

Earlier, on Monday, September 8, 2025, two other 17-year-olds, Behrouz Rashidi and Oraz Zamani, from the village of Palangan in Kamyaran county, had also been illegally detained by security forces and transferred to the detention facility of the Intelligence Department in Sanandaj.

Hana Human Rights Organization has expressed deep concern over the uncertain legal status of these Kurdish children, stressing that due to their vulnerable situation, children must always benefit from special protective standards in legal proceedings, even in cases of alleged offenses.

Under the Convention on the Rights of the Child, which Iran has ratified and is binding under Article 9 of the Civil Code, pre-trial detention should only be used as a last resort and in cases of strict necessity. Similarly, Iranian domestic law (Article 287 of the Code of Criminal Procedure) also stipulates that the primary measure is to hand the child over to their parents or legal guardians, and detention during preliminary investigations is only permitted under exceptional circumstances.

Violations of children’s fair trial rights extend beyond pre-trial detention, affecting the right to be tried before a competent court and the special guarantees afforded to children during trial. These protective judicial standards include: limiting pre-trial detention, immediate access to family, prohibition of physical and psychological pressure, and access to legal counseling and a lawyer suited to the child’s situation.

In light of these considerations, Hana Human Rights Organization holds the Prosecutor General of Kurdistan Province and the Director General of the Intelligence Department directly responsible for the physical and psychological well-being of these children.
