Seyed Ebrahim Ebrahim-Nasab, Citizen from Ilam, Killed by Direct Fire of Law Enforcement Forces in Tehran

According to reports received by the Hana Human Rights Organization, on Friday, August 16, 2025, a citizen identified as Seyed Ebrahim Ebrahim-Nasab, from Ilam, was killed in the Baqerabad area of Tehran as a result of direct fire by law enforcement forces.

Based on preliminary information obtained by Hana, law enforcement officers had arrived at the scene with an arrest warrant for another individual. According to some accounts—which Hana, under current circumstances, cannot independently verify—the shooting occurred due to the officers’ failure to properly identify the intended target, resulting in the killing of this citizen.

Hana Human Rights Organization condemns the recklessness of the Iranian law enforcement in the use of firearms, emphasizing that even under the flawed laws of the Islamic Republic, the use of live ammunition is subject to the Law on the Use of Firearms. Officers are not permitted to open fire without adhering to the regulations governing the use of firearms. It is noteworthy that, under the Armed Forces Penal Code, such a deliberate shooting is considered intentional homicide.
