According to reports received by the Hana Human Rights Organization, on Tuesday, December 9, 2025, a 17-year-old identified as Zhivar Rahmani, the son of Sa-edi and a resident of Nisana village in Paveh County, was shot without prior warning by military forces affiliated with the “Melandar” outpost and sustained serious injuries.
A source familiar with the incident stated that patrol officers from the Melandar outpost opened fire on Rahmani on the Paveh–Nowsud road, near the outpost, on suspicion of transporting smuggled goods. The source emphasized that he was carrying no goods at the time and had no history of trading or cross-border labor. He was reportedly targeted with automatic fire without any warning.
According to the same source, multiple rounds struck the teenager’s vehicle, and he was injured as a result of shots hitting his shoulder and back. His vehicle overturned afterward during the pursuit.
Rahmani was immediately transferred to Taleghani Hospital in Kermanshah. Medical staff reported that he is in critical condition due to internal injuries and stated that surgery would be possible once his condition stabilizes.
It should be noted that no evidence has emerged indicating that the teenager was transporting goods or engaged in any form of informal economic activity at the time of the incident.
