The number of illegally arrested children by Iranian security forces in Kamyaran has risen to five

Hana Human Rights Organization has been informed that on the morning of Friday, September 12, 2025, two 17-year-old brothers, Kawan and Ehsan Sabouri, along with Hesam Sabouri, 28 years old, from Gazerkhani village in Kamyaran County, were illegally arrested by security forces at their family home.

According to informed sources, Hesam Sabouri was released after several hours of interrogation, but the fate of the two 17-year-old children, Kawan and Ehsan Sabouri, remains unknown, and they are still in detention.

Previously, on Monday, September 8, 2025, two other 17-year-old children, Behrooz Rashidi and Owraz Zamani, from Palangan village in Kamyaran County, were also illegally arrested by security forces and transferred to the intelligence detention center in Sanandaj.

Hana Human Rights Organization expresses serious concern over the legal uncertainty and human rights situation of these Kurdish children. Children, due to their vulnerable status, are entitled to special protective standards in all judicial processes, even when accused of a crime.

Under the Convention on the Rights of the Child, to which the Iranian government is a party, and pursuant to Article 9 of the Civil Code as part of domestic law, pre-trial detention must only be used as a measure of last resort and when strictly necessary. Correspondingly, Iranian domestic law also stipulates this in Article 287 of the Criminal Procedure Code. According to these provisions, the default should be to entrust the child or adolescent to their parents or legal guardian, and detention during preliminary investigations is permitted only under exceptional circumstances with demonstrated necessity.

Violations of child-specific judicial safeguards are not limited to the pre-trial stage but extend to issues of competent courts and other procedural privileges guaranteed to children and adolescents during trial. These protective judicial standards include limiting pre-trial detention, immediate access to family, prohibition of physical and psychological pressure, and access to appropriate legal counsel and defense lawyers.

Considering the above, Hana Human Rights Organization holds the Provincial Prosecutor and the Director-General of Intelligence in Kurdistan directly responsible for the physical and psychological well-being of these children.
