Profile of Mohammad Jabbari: Human Rights Violations in Kurdistan Province

Mohammad Jabbari, currently the Prosecutor of Sanandaj, Kurdistan Province, has been implicated in numerous human rights violations throughout his judicial and intelligence career. Born in 1980 in Serish Abad, Kurdistan Province, Jabbari graduated from the University of Judicial Sciences, an institution specializing in training judiciary personnel, particularly judges. His rapid career progression is attributed to familial connections with high-ranking intelligence officials in Kurdistan.

In 2010, Jabbari was appointed to the Intelligence Department of the Judiciary in Kurdistan. By 2019, leveraging his strong ties with intelligence and security organizations, he was appointed Prosecutor of the provincial capital, Sanandaj. During his tenure, Jabbari has been directly responsible for severe human rights abuses, including the violation of fair trial principles and the issuance and execution of death sentences against political prisoners.

Jabbari has played a key role in the suppression of Kurdish political prisoners and has been directly involved in the execution of several individuals on politically motivated charges. He also participated in the violent crackdown on protests, including the 2019 demonstrations and the “Woman, Life, Freedom” uprising in 2022.

In February 2023, the European Union imposed human rights sanctions on Jabbari, recognizing his role in gross violations of fundamental rights. Jabbari’s actions as Prosecutor and his collaboration with intelligence and security bodies exemplify a pattern of state-sponsored human rights violations in Kurdistan Province, raising serious concerns within the international human rights community.
