According to information received by the Hana Human Rights Organization and an official statement from the Secretariat of the Central Committee of the Komala Party of Iranian Kurdistan, “Abubakr Houshangi,” a 31-year-old member of the party from Marivan, passed away on Tuesday, July 21, 2026, due to the severity of injuries sustained in the missile and drone attack by the Islamic Revolutionary Guard Corps (IRGC).
He was severely injured during the early morning attacks on Friday, July 17, targeting Komala camps in the Zergwezala region near Sulaymaniyah, and was hospitalized in the intensive care unit for four days. With his passing, the death toll from these attacks has risen to 10. At least one other injured individual remains in critical condition.
Under international humanitarian law, designations such as “party member” or “Peshmerga” alone do not grant authorization to target individuals. The legitimacy of an attack requires establishing the military status of the target and adhering to the principles of distinction, proportionality, and precautions. Intentionally targeting individuals entitled to civilian protection or carrying out an attack causing clearly disproportionate damage can constitute a serious violation of international humanitarian law and, depending on the circumstances, a war crime.
Hana calls for an independent and impartial investigation into the status of the victims, the nature of the targets, the weaponry used, and the accountability of the commanders and perpetrators of these attacks.
