The Hana Human Rights Organization strongly condemns and documents a new wave of severe human rights violations against political prisoners in Iran following their forcible and violent transfer from Evin Prison to other facilities such as Qarchak, Greater Tehran (Fashafouyeh), and Qezel Hesar prisons.
On June 23, 2025, an Israeli missile strike targeted parts of Evin Prison in Tehran, including the main gate, visitation building, and the judiciary complex, leading to the collapse of the prison’s basic infrastructure. Electricity, water, gas, and telecommunication services were completely cut off.
Before the arrival of ambulances, Islamic Republic security forces entered the prison grounds and threatened the inmates with firearms, preventing them from any movement. While families outside the prison were left worried and without any information, prisoners were transferred the following day in a humiliating manner and without their personal belongings to other detention facilities.
Verified reports from within the country indicate that many of the prisoners — especially women — were first moved to warehouses lacking basic necessities inside Qarchak Prison. They were later transferred to small quarantine units with no access to clean water, proper ventilation, or adequate sanitation.
Male prisoners were transferred to Greater Tehran Prison (Fashafouyeh), where, according to families and eyewitnesses, they now endure appalling sanitary conditions, salty water, infestations of cockroaches and bedbugs, and extreme overcrowding far beyond the prison’s capacity.
In several cases, sick, elderly, or vulnerable prisoners — including Abolfazl Ghadyani, an 80-year-old political prisoner — are being held under such inhumane conditions. Furthermore, due to strict enforcement of compulsory hijab by prison guards, the transfer of injured prisoners to medical units has led to confrontations and threats.
Based on the gathered evidence, Hana Human Rights Organization considers the following as clear violations of fundamental human rights:
- Violation of the principle of human dignity due to degrading and violent treatment during the transfer process;
- Deprivation of medication, medical care, and basic services, in direct breach of Iran’s international obligations;
- Denial of access to phone calls and visits, resulting in complete disconnection from families;
- Failure to separate prisoners based on offense type, placing political prisoners alongside dangerous offenders;
- Detention in unhygienic, overcrowded, and harmful conditions, in violation of the Nelson Mandela Rules and Article 10 of the International Covenant on Civil and Political Rights (ICCPR).
Therefore, Hana Human Rights Organization urgently calls on the international community, human rights institutions, and in particular:
• The United Nations High Commissioner for Human Rights
• The UN Special Rapporteur on the Situation of Human Rights in Iran
• The International Committee of the Red Cross (ICRC)
• Amnesty International and Human Rights Watch
to take immediate action by:
• Dispatching independent fact-finding missions
• Submitting formal reports to the UN Human Rights Council
• Exerting diplomatic pressure on the Islamic Republic of Iran
to prevent the continuation of these systematic abuses and ensure the safety, dignity, and fundamental rights of political prisoners in Iran.
